COURSE CONTRIBUTION TO PROGRAM

At the end of this class, students will be able to understand and use basic empirical tools to evaluate public policies. The main focus of the class is on tax policies, and other public sector interventions to redistribute income. Students learn how to derive empirical predictions from economic theory and how to take them to the data. Students will learn how to use basic methods to evaluate the causal impact of public tax and transfer policies.

Course Learning Objectives

The objective of this subject is to provide students with a conceptual framework to analyze taxation from a normative perspective, and to apply this framework to current tax policy and reform proposals. The class combines a brief discussion of normative theories of government intervention and redistribution with a policy orientated analysis of recent empirical studies. The class will deal with policy relevant questions, such as how individuals respond to incentives generated by the tax system, tax evasion and avoidance, mobility of high income tax payers, the role of tax havens, and how taxation can help to resolve inequality, among others.

Assessment criteria

Term paper including short exposition in class. Participation can increase your grade by up to one point.
Attendance is mandatory and must be at least 80% to be graded in the first attempt, and at least 50% to have the right to be graded in the second attempt.
