COURSE CONTRIBUTION TO PROGRAM

This Public-Private Cooperation course provides students with a global vision of the synergies and complementariness between the public and private sectors to respond to social needs. In this respect and with the aim of providing students with a competitive advantage in their personal development as professionals, we will examine the impact governments have on market development and identify the different public-private sector collaboration models which may create value for both companies and society.

This course helps students to gain a more in-depth understanding of the potential public contracting has from a strategic management perspective, providing them with the knowledge they need to understand and analyse governance questions related to public-private collaboration. We will also examine the specificities of what¿s public and what¿s private, providing students with the personal and strategic skills they need to identify, design, organise and implement the most appropriate collaborative models depending on each social, economic and political setting.

Course Learning Objectives

The aims of this course are for students to:
- Understand the role governments play and their impact on their countries' economic and social development.
- Have a reference conceptual framework on public-private cooperation efforts from a strategic and economic perspective, allowing both sectors to form alliances and create economic and social value. In addition, students will learn about legitmating these collaborative efforts.
- Understand the differences and similarities between the public and private sectors.
- Identify the most recommended collaborative models in each political and economic setting and identify the key success factors.
- Be familiar with differences in other countries and future trends in public-private collaboration.

CONTENT

1. Content

The course consists of four blocks:
Topic 1. Governance and its impact on the economic and social development of countries: the contribution of public-private collaboration. In this first block we will provide the State view in consolidated democracies and study new ways to respond to social needs and problems.
Topic 2. Public-private collaboration: The conceptual framework to create economic and social value. In this section, we will familiarise students with the PPC conceptual framework and present the differences between the public and private sectors to identify where and how they complement each other.
Topic 3. Outsourcing public services: Its design, organisation and implementation. In this block we will focus on analysing the different means of collaboration and how to choose the most appropriate model. We will also explore the outsourcing concept in depth.
Topic 4. Concessions and public-private partnerships: Their design, organisation and implementation. This last block serves to examine collaborative efforts such as public-private partnerships and alliances which go beyond simple exchanges to pursue instead a greater common objective, namely, benefits for society.

Class participation: Students are expected to pay close attention to in-class debates and make relevant contributions. They are also required to download and prepare the required readings prior to each session, as well as study the concepts presented in lectures and readings and apply and integrate them in the debates and other assignments.

Group assignments: This section includes preparing and presenting the readings, analysing the legal arguments and develop a critical view, helping the other students to further their knowledge, providing constructive and productive feedback.

Individual final project: The aim of the final project is to help students to acquire a global view of the topics addressed in class and apply them. Students are required to begin working on their projects at the course outset. They will then have to turn in their written reports and present their projects at the end of the course. Students will be able to count on support from faculty for their projects through tutorials and consultations. These projects are prepared outside of class.
