COURSE CONTRIBUTION TO PROGRAM

Governments in advanced democracies today face the challenge of responding to the demands of increasingly developed, complex and interdependent societies in the current globalised economy. Challenges such as inequality, climate change, the ageing population and unemployment cannot be resolved without collaboration between public institutions, businesses and civil society.

Over the last few years, our societies have undergone significant changes, with obvious effects on the education and training of our future professionals. In today¿s context, we can no longer analyse the key social players (governments, companies and NGOs) in an isolated fashion. Rather, we have to talk about collaborative governance in which they are interdependent and interact to carry out their respective activities.

One of the objectives of the BBA is to provide students with a holistic and general view of the ecosystem in which companies operate. In this respect and to provide students with a competitive advantage as future professionals, this subject provides them knowledge on the impact that governments have on markets and the ability to identify collaboration models between the public and private sectors that can create value for both companies and society.

The Relational Governance course specifically provides students with a general view of the interdisciplinary fields of public-private collaboration. It has been designed to equip students with the knowledge they need to gain a strategic vision of this inter-sectorial collaboration and provide them a global perspective in which the public realm, markets and civil society interact to resolve social problems from a strategic management perspective.

Course Learning Objectives

This subject provides students with the knowledge needed to understand and analyse the issue of governance related to public-private alliances and the specific traits of their relations, identifying the risks and challenges that these collaborations entail as well as the conditions required for cooperation between both sectors to achieve its maximum potential.

Upon completing this subject, students should be able to:
- Understand the interdependencies between the public and private realms (for profit and not for profit) to have social impact.
- Understand the role that governments play and their impact on their countries¿ economic and social development.
- Understand the differences and similarities between the public and private sectors.
- Be familiar with the potential and limitations of public-private collaboration from strategic and management perspectives.
- Develop the necessary skills to identify, create and maintain strategic alliances in this area.
- Compare and understand the reality in other countries regarding public-private collaboration.

Towards the end of the subject, students are expected to have acquired a solid conceptual framework on cooperation between the public and private sectors and be capable of understanding, discussing and defining inter-sectorial collaboration models as a strategic means to address increasingly complex social problems.

CONTENT

1. Content

The Relational Governance subject comprises four blocks:
I. The modernisation of public administrations. The relational State.
In this first block, students will gain a view of governments in advanced democracies and the new ways in which they can respond to social needs and problems. They will also learn about public-private collaboration efforts in other countries.

II. Market governance. Government impact on market development.
In this second block, students are introduced to the differences between the public and private sectors in order to identify their complementary aspects to create public value. We will also address the strategic objectives of the new European Guidelines for public contracts. The latter have been designed to permit a new type of public governance which helps consolidate the inherent public policies in our social and economic model, reactivate the economy and business community and, of course, democratically legitimate our political model. Within this context, public-private collaboration is a fundamental tool to preserve the essence of an administration and its ability to guarantee quality public services.

III. Types of public-private collaboration.
In this block, we will analyse the different types of public-private collaboration efforts and further explore the outsourcing of public services and public-private partnerships.

IV. Public-private collaboration as an innovation driver.
The last block focuses on collaborative efforts which include innovations in public service rendering and foment economic and business community reactivation in their respective countries.

Assessment:
Individual class participation: 50%
Final exam: 50%

Assessment criteria:

Class participation: this component includes presenting the readings in class, analysing the arguments presented and developing a critical view. Students are expected to download all the material needed before class and carry out the prior preparation required before each session. They are also expected to keep up with the in-class discussions and make relevant contributions.

Final exam: Students must pass the final exam (minimum of 5 out of 10) in order to pass the subject.

Bibliography

Faculty will use the Moodle platform to publish a selection of articles, case studies, videos and a list of interesting websites.
