COURSE CONTRIBUTION TO PROGRAM

Administrative Law II provides an analysis of the dynamic element of public administrations. It describes the main services offered to citizens and studies the means and authority used to carry out this activity, in addition to the corresponding legal guarantees.

Course Learning Objectives

The course seeks to achieve three main objectives:

1) Students will understand the logic of the legal institutions upon which the operation of public administrations are based.
2) Students will learn to correctly distinguish and understand the different legal techniques that public administrations use when undertaking their activities.
3) Students will gain an interdisciplinary and contingent vision of the change processes to which public administrations continually have to adapt.

Competences developed:
1. Communication of information and/or knowledge.
The aim of this competence implies being capable of clearly and comprehensibly communicating information and/or knowledge of different types, orally and in writing, to a public or combination of audiences with different characteristics.
Activities used in the course to develop this competence:
- Class debates.
- Oral participation in class.
- Writing up the completion of case studies.

2. Decision taking / Making judgements
The aim of this competence implies being capable of making judgements and/or taking decisions according to contextual parameters based on the interpretation of data and complex scenarios, while seeking to maintain a balance between aims, personal values and the values of the organisation, client or relevant institution.
Activities used in the course that develop this competence:
- Undertaking analysis of case studies/scenarios set in the exam.
- Completion of practical case studies.
- Analysing and justifying personal positions on especially controversial issues.

Methodology

Teaching-learning methodology: Lectures, case studies and completion of exercises/problems.

Teaching modes: theoretical classes, practical classes, tutorials, readings and jurisprudence analysis.

The teaching methodology in this course is based on the following premises:

1) Preparatory work by the students: reading up on the subject being studied in any of the recommended textbooks with the aim of acquiring an initial understanding of it and identifying those aspects that raise difficulties so that the lecture classes can be used to clarify these issues.
2) Close attention paid to the lecture classes so that students can identify the relevant aspects of each subject, check any doubts that arise and relate the content to other subjects. The classes seek to provide conceptual frameworks and re-frame the problems of the application of a legal framework on the basis of the analysis of the most relevant jurisprudence as well as fostering debates on current issues.
3) An appropriate use of the documentation handed out for the study of each subject which complements the textbooks and the notes made by each student.
4) Individual completion of practical case studies through which the ability to prioritise relevant information and the manner of clearly transmitting ideas be will assessed.

Assessment criteria

Students will be assessed on their understanding and assimilation of the general concepts along with their acquisition of the course's specific competences.

Class attendance is essential.

Students who do not:
1. Pass this course in the FIRST-SITTING due to not attending class, not completing the assignments specified or copying these will not be able to RE-SIT THE FINAL and will thus have to re-take the course, duly completing the activities specified by faculty.
2. Have the level of required competencies may move on to the next year so long as they pass this course but they will not be able to complete the final degree project until they achieve the level of competencies required for the programme.
